Right after the first SPLA/M national convention of 1994 in chukdum in which civil authority was separated from the military authority establishing civil administrative structures at regional, county, payam and boma levels
IPCS as the only technical training institution in the SPLA/M liberated areas, it was to strengthen the institutional and personnel capacities of the local administration, youth, women and chiefs structures
