- Founded in 1999 by South Sudanese community leaders, late co-founder and Regional Director of AAH-I Dr. Erasmus and Prof. Kiblighat from Kenya
- Right after the first SPLA/M national convention of 1994 in chukdum in which civil authority was separated from the military authority establishing civil administrative structures at regional, county, payam and boma levels
- IPCS as the only technical training institution in the SPLA/M liberated areas, it was to strengthen the institutional and personnel capacities of the local administration, youth, women and chiefs structures.
- Founded in Yei, IPCS established a training center at Rubeke 14 miles off Yei-DRC road where it was safe to bring in trainees for training from Arial bombardments
- In 2003, IPCS maintained the Rubeke training center but moved its head offices to Yei twon for easy accessibility
- AAH-I was the main partner and mentor of IPCS right from foundation through out its growth.
